2025 House of Councillors Election: Political Parties' Cultural and Artistic Manifestos Released "ManiA (Manifest for Arts)" (by ARTLOGUE Inc.)

ARTLOGUE Inc. conducted a survey called "ManiA (Manifest for Arts)," asking voters about each political party's cultural and artistic manifesto to help them decide whether to vote in the 27th Ordinary Election for the House of Councillors, which will be held on July 20, 2025.

 

We received responses from the following seven political parties:

Liberal Democratic Party, Constitutional Democratic Party, Komeito Party, Japan Restoration Party, Japanese Communist Party, Democratic Party for the People, Reiwa Shinsengumi


We hope that this will be used as a basis for voters' decisions when casting their ballot in the 27th Ordinary Election for the House of Councillors.

Q1. Regarding the cultural budget.


Japan has the lowest ratio of government budget to cultural expenditure among the countries surveyed, and the amount per capita also remains at a low level. (Note: A simple comparison is difficult in the United States, where there is no ministry in charge of culture.) In international comparison, what level (percentage of the government budget) do you think is appropriate for Japan's cultural budget?

What are your party's thoughts on promoting the creative economy as a growth strategy for Japan?
*The creative economy is an economic sphere created by creative industries that own intellectual property rights, such as culture and the arts, art, design, advertising, fashion, entertainment, tourism, and spectator sports.

Q3: What about after the 2025 Osaka-Kansai Expo?
The 1970 World Exposition, Japan, left behind many cultural legacies, including the National Museum of Art, Osaka, which took over from the Expo '70 Museum of Art that was built for the Expo, the National Museum of Ethnology (Minpaku), and the Tower of the Sun.
What should be left behind at the 2025 Osaka-Kansai Expo? And how should the Osaka-Kansai Expo be linked to improving Japan's cultural power? What is your party's opinion? (300 characters or less)
* Expo '70 Museum (After the Expo ended, it temporarily opened as the National Museum of Art, Osaka, and officially opened in 1977)


Q4: Regarding the concentration of culture and the arts in Tokyo.
There is also a clear concentration of culture and the arts in Tokyo (cultural and artistic events, workers, budgets, etc.). What are your party's thoughts on this?
*In the "ARTS for the future!" project implemented by the Agency for Cultural Affairs, approximately 20.2 billion yen, or about 50% of the total of 40.3 billion yen, was spent in Tokyo.
